A. This is because they have reached the payment section of the sign up but they have not entered their bank details. They can complete their sign up by going back to the package page, or if they are in the club with you, go the pending member profile page and select 'continue signup' where the status says pending.
TIP: If the member wants to go back to the package selection page to pick another package, change the word 'continue' in the sign up URL to 'rejoin'. This will refresh the sign up and the member will be able to begin again from scratch.
